What is Antep Baklavası?

Antep Baklavası (also registered as Gaziantep Baklavası) is a sweet pastry made of layers of filo dough filled with Antep pistachio and semolina cream, sweetened with syrup. It is registered as EU-PGI since 21 December 2013 under Commission Implementing Regulation (EU) No 1399/2013, published in EU Official Journal L 349. The file number is PGI-TR-0781. The applicant was the Gaziantep Chamber of Industry (Gaziantep Sanayi Odası).

The registration is the first Turkish confectionery product to receive EU geographical indication protection. It covers the whole of Gaziantep province in southeastern Anatolia. The production area is precisely defined: Antep Baklavası must be prepared and baked by craftsmen who have acquired the required skills in the Gaziantep area.

Two commercial forms are registered. Fresh (normal) Antep Baklavası contains dough (25 percent), Antep pistachio (10 to 11 percent), semolina cream (12 to 13 percent), plain butter (15 to 20 percent), and syrup (35 to 36 percent). Dry Antep Baklavası omits the semolina cream, with dough at 30 percent, pistachio at 10 to 11 percent, plain butter at 20 to 25 percent, and syrup at 35 to 36 percent. A tolerance of plus or minus 3 percent applies to all proportions.

The product's surface is golden yellow. The lower part is dark green because of the Antep pistachio. The upper layers are semi-crunchy from baking. The lower layers are syrupy. Shape is determined before baking: equal short rectangular slices, shuttle (diamond), amulet (triangular), square, or carrot-like (long triangular from the centre of a circular tray).

The Antep Pistachio Requirement

The Antep pistachio (Antep fıstığı) is the legally mandated distinguishing ingredient. Its use is compulsory. The EU product specification states this explicitly: use of the Antep pistachio is compulsory for Antep Baklavası.

Antep pistachio is indigenous to Gaziantep province, where Gaziantep has given its name to the Turkish word for pistachio. The EU specification defines five types of Antep pistachio. Its protein rate is between 21.77 and 23.77 percent. Its fat rate is between 56.27 and 59.89 percent. Its colour is dark green with a dense aroma. The pistachio can be coarse or fine chopped: the coarse form gives a more condensed flavour and aroma in the finished product.

The ripening season begins in August. Trade in Antep pistachio is registered with the Gaziantep Commodity Exchange, providing a formal traceability layer: purchase and sale transactions can be verified by invoice if traded on the exchange.

This EU registration covers the baklava as a finished product, not the Antep pistachio as a standalone commodity. The pistachio holds domestic geographical registration in Turkey. It does not hold a standalone EU geographical indication. The EU-PGI for Antep Baklavası protects the finished confection and the traditional production method, with the Antep pistachio as a defined mandatory ingredient.

What EU-PGI Certification Means for Importers

EU-PGI (Protected Geographical Indication) protects products whose quality, reputation, or other characteristic is essentially attributable to their geographical origin, where at least one stage of production, processing, or preparation occurs in the defined area.

For Antep Baklavası, the PGI requires that preparation of the dough, making of the baklava, and baking all take place in Gaziantep province. This is a production location requirement enforced by the Gaziantep Chamber of Industry, which keeps the authorised producer register.

What EU-PGI certification gives importers:

The right to import the product under the protected name. The right to use the EU PGI logo on packaging, provided the product meets specification. A legal basis for challenging counterfeit or non-compliant products labelled as Antep Baklavası or Gaziantep Baklavası in EU markets. Traceability to a defined production zone, with compliance monitored by the Ministry of Food, Agriculture and Livestock, General Directorate of Food and Control.

What EU-PGI certification does not cover:

PGI does not certify the Antep pistachio ingredient separately. PGI does not address food safety standards beyond confirming compliance with Turkish Food Codex Regulation. PGI certification does not replace independent due diligence on supplier quality management systems.

Labelling requirements. Products sold as Antep Baklavası must carry the terms PGI and Antep Baklavası or Gaziantep Baklavası on the visible face of packaging, along with the registered PGI logo. Dry product must additionally carry the word kuru (dry). A note recommending heat before serving may be included.

Production Method and Craftsman Skills

The production method is central to the PGI. It cannot be replicated outside Gaziantep by craftsmen without the requisite training.

Dough preparation uses hard wheat flour with three eggs and 10 g rock salt per kilogram of flour. The dough is rolled and thinned through the tekleme and çiftleme processes. Tekleme involves rolling 9 to 15 pre-prepared dough layers together using a roller, with wheat starch sprinkled between layers, until the dough sheet reaches approximately 1 to 1.5 metres wide. Çiftleme is the unrolling of those layers one by one onto the preparation surface. Both processes are repeated at least three times. The target is 35 to 40 dough layers at 2.5 to 3 cm total thickness.

After layering with cream, pistachio, and butter, the product is sliced before baking. When the upper surface puffs after baking, the tray is removed, rested for two minutes, and hot syrup is poured in. Syrup quantity is approximately 350 to 360 g per kilogram of product.

This production method has been documented in Gaziantep since the nineteenth century. Several families have produced Antep Baklavası continuously since the 1870s.

Sourcing and Import Considerations

HS classification. Antep Baklavası imports under HS Chapter 1905 (bread, pastry, cakes, biscuits and other bakers wares). This is a processed food product. Import procedures, shelf life documentation, and food safety certification requirements apply as for other processed confectionery imports.

Shelf life and export format. Antep Baklavası is sold by weight or by portion, in trays or packages. Packages must use cardboard boxes lined with tin foil or equivalent waterproof material. Dry Antep Baklavası, which omits semolina cream, has a longer shelf life and is typically the format used for international export.

Producer verification. International buyers should confirm that the producer is registered with the Gaziantep Chamber of Industry, which maintains the authorised producer register under the PGI compliance framework. The compliance authority is the Ministry of Food, Agriculture and Livestock, General Directorate of Food and Control, Ankara.

Gaziantep context. Gaziantep province is Turkey's established pistachio cultivation centre and has been the primary baklava production city in Turkey for over a century. The Gaziantep Commodity Exchange records provide the traceability mechanism for the core pistachio ingredient.
